School children will be able to change their gender in Scotland despite a major review which is set to warn about the dangers.

An independent Cass review is expected to deliver their final report on Wednesday following an analysis of gender identity services for children.


It is likely to warn about the “psychological” repercussions of allowing children to change their names and pronouns.

In the 70-page document, it states that it is possible for pupils to “come out” as trans at any age, while the views of young people should be respected if they do not want their parents to be informed.

It also approves breast binders as they can have a “positive impact on a young person’s mental health”, despite documented health risks.

In contrast, draft UK government guidance for English schools released in December urged teachers not to accept all requests for children to “socially transition”.

It added that any decision should involve parents.

In 2020, the Cass review was launched by Hilary Cass, a former president of the Royal College of Paediatrics and Child Health.

The Scottish government has previously said that it will consider the findings of the report.

However, officials in Scotland have said it has not committed to following its findings.

“To stick with this guidance despite an independent review warning social transition is dangerous would be nothing less than betrayal of vulnerable children,” Marion Calder, a director at the For Women Scotland campaign group, told The Telegraph.

“The Scottish Government has a choice. It can either listen to an eminent paediatrician, who has spent more than three years carefully considering the evidence, or a group of discredited and ideological activists who helped it draw up these reckless rules.

“If the Government does not scrap this guidance, it will be leaving itself wide open to a legal challenge.”

A Scottish government spokesman said: “The Supporting Transgender Young People in Schools guidance does not recommend that pupils are encouraged to socially transition and any claim otherwise is completely incorrect.

“The guidance is clear that schools should support all young people, including those who are considering their identity.”
