Emergency services were called to the intersection of Warrigal and Highbury Rd on Tuesday night after the allegedly stolen Jeep Cherokee T-boned a 28-year-old man’s Toyota hatchback.
The Ashburton man died at the scene as four young males fled on foot.
Two teenage girls, aged 15, were arrested at the scene and have since been charged with theft of a motor vehicle.
The pair were bailed to appear before a children’s court at a later date.
On Wednesday evening, police arrested a 17-year-old boy in Malvern East and he has since been charged with multiple offences including, culpable driving causing death, dangerous driving causing death, fail to stop and render assistance, theft of motor vehicle and unlicensed driving.
The boy remains in custody and will appear before a children’s court on Thursday.
Police confirmed three other youths fled through Burwood Reserve following the collision and are believed to have discarded a number of personal items in the park, including gloves.
The Jeep was allegedly stolen during an aggravated burglary in Cranbourne South on Friday before it was used for robberies in Ormond and Ripponlea on Sunday.
Detective Senior Sergeant Christian Von Tunk described the teens actions as “cowardly”.
“The impact was tremendous, it was a high speed impact, they knew someone would have been hurt in that vehicle,” he said according to the Herald Sun.
“To leave a person either injured or killed in another vehicle and then run away is cowardly, it’s absolutely cowardly, it’s just outrageous, that’s what it is.”
Anyone who witnessed the incident, has CCTV, dashcam footage or any other information is urged to contact Crime Stoppers.
